一名71岁越南裔美籍老翁Lich Vu患有癌症，10月27日被俄克拉荷马市（Oklamhoma）一名白人警察指控交通违规，二人其后发生激烈口角。Lich Vu被白人警员面部朝下推倒，导致脑部和颈部严重受伤。当地警方事后发布警员身上镜头拍摄到的现场画面，引发伤者家属指控警方暴力执法，这名警员现时已被停职。

《纽约邮报》11月12日报道，从白人警员Joseph Gibson的随身镜头拍下的画面可见，Lich Vu当时坐在自己车辆的驾驶座上。Joseph Gibson对他说，因为他驾驶时不当掉头（U-turn），要向他开罚单。但Lich Vu坚称自己并没有。几分钟后，Lich Vu走出车外，继续与这名警员理论。
Joseph Gibson其后警告Lich Vu，若他不在罚单上签字确认，要将他送去监狱。Lich Vu表示自己愿意坐牢。警员反指：“你要坐牢？可笑。好吧，那你的车也要没收。”
从视频可见，两人在争执的过程中，Lich Vu叫警员闭嘴（shut up），警员其后强硬回应。

Joseph Gibson抓住Lich Vu的手臂扭过来，再把他推倒在路面并扣上手铐。
Lich Vu的女儿表示，父亲患有骨癌，事发后需要动手术医治脑部出血以及颈部骨折，不得不插导流管方可进食。当地电视台报道，Lich Vu直到11日意识依然不太稳定，一时清醒一时昏迷。
Lich Vu的家人指控男警员暴力执法，市警局为此发声明，表示此案仍在调查，肇事警员Joseph Gibson已停职接受调查。
